The “no-raise” rate — how this state handles it

A one-year state moratorium (Senate Bill 889) blocked Guilford County’s 2026 revaluation, so FY2027 bills use the old values — which is why both rates rose. A revenue-neutral rate applies only in a revaluation year.

The county and city adopt their rates with the budget each June. Meetings are on the calendar.
